  1. In my opinion, empires become all the more perfidious as they decline. As a functioning empire, providing employment, the British empire built infrastructure, canals, roads, railways, schools and hospitals while it did its looting. But with decline and withdrawal, in every case, a terrible mess was left behind – the partition of India for instance, or how we retreated from the mandate in Palestine – leaving in a manner which suited Albion, not the indigenous population. I think Gibbon makes the same point about the Roman empire.
